Report a translation problem
1. Original Hyperdimension Neptunia, as well as its remake, Re;birth1, take place in world known as Superdimension, and doesn't have any connection to latter games.
2. Mk2 and Re;birth2 move to world known as Hyperdimension, and all latter main line game stick to this world. From here on timeline goes like this:
Mk2/Re;birth2 -> Victory/Re;birth3 -> Megadimension Neptunia VII
3. All spinoffs take place in separate dimensions and have no connection to main line games. The only exception is Cyberdimension Neptunia: 4 Godesses Online, which apparently takes place in Hyperdimension as well (though there are certain inconsistencies, but it is a spinoff and doesn't contain any major events, so whatever)
Finally, the best games to get into Neptunia are, in my opinion, either Megadimension or Re;birth1. If you want to follow timeline, I'd say just play Re;births in numerical order, then Megadimension. And if you will really get into Neptunia, you can look at spinoffs.

I have Hyper rebirth 1 2 and 3 and was looking into getting the others. but i did not know which ones to get. so cannon wise Mega comes after hyper?
Yes, the mainline games on PC are Re;Birth 1-3 and VII(R).
It might help a bit to know that Re;Birth3 is the remake of "Victory", and "VII" is not "seven" but actually "V-2" :-)
It might confuse people a bit to know that "Victory-2" doesn't actually continue the "Victory" story, though -- but I guess it's best not to think about Neptunia game names too much.
Also, keep in mind that Re:Birth 1-3 and VII are the "mainline" games; the others are "spinoffs".
In terms of story, you don't need to have played the earlier games. My first game was RB3; I haven't played RB2 or RB1 yet. In general, playing RB1 first has the potential problem of "samey-ness" , as the Re;Birth games are basically all the same except for story. One of the biggest improvements off V-II is simply that it has new stuff :-)
As for the spinoffs -- Cyberdimension has Uzume (albeit not as a playable character), so it takes place after V-II. However, don't consider this a strict requirement -- the CPUs merely meet other players that they know "from the real world" for additional smalltalk scenes; they don't discuss RB3 or V-II events (and in a way it's weird they are there, but that's a different matter). In fact, if you've never played any Neptunia game, Arfoire and Warechu might be "stranger" than the others -- those two get a good number of scenes as well, with no apparent connection to either the story or the CPUs for quite a while.
Action Unleashed has no reference to RB3 or V-II (so I can't say when it takes place), and I haven't played the other spinoffs yet.
There is the Anime as well; that one takes plot points from Re;Birth 2 and 3 and mashes them into its own abridged story. So, if that matters to you -- beware of spoilers.
