Fighting Necrons you'll mainly be facing only one type of unit. Plamsa guns work wonder vs 90% of Necron units, so fully upgraded Guard units can be useful. His armoured units will be weak so you won't really need to foucs on dealing with it.
I hope some of this helps.
Often my gaurdsmen are mowed down without a fight by upgraded stealth suits. I Attack his base early game and he is able to recover.
I had more success playing as Orks vs him as necrons I defeated the monolith twice but couldnt immediately rid him of his relic so he just kept repariing the monolith and on the third push he got me.
Another tactic with the guardsmen might be to use grenade launchers against an entrenched enemy. Grenade launchers have a long range which you can hit things of screen using the 'attack ground' command. This works well early game. But plasma weapons are great against heavy infantry.
Finally, a lot of people neglect the command squad when they first start playing the guard. Psychers have some very powerful spells which will be useful against the Necrons (and everyone else for that matter). Use 'strip soul' against enemy commanders to gravely wound them, then finish them off with other units, and use 'lightning arc' against infantry. 'Curse the machine spirit' is amazing vs. vehicles, since it turns their armor type into mush (infantry armor). This is a really great early game vehicle counter. Add fanatics to boost the damage and health of your units, and commisars to boost their moral.
Can't count the number of times people have dropped a game because my lord is down next to their Headquarters XD.
Completely agree with the above posts. In my experience IG is one of the harder factions to play as, at least it is for me. The major downside is that your regular Guardsmen are rather weak against someone that is upgraded for dealing with them. 2 squads of SM with Heavy Bolters will cut a Guard offensive to shreds if you don't keep an eye on them.
While I can't say it works against Necrons, since I've never played IG against them, the Grenade Launchers have a chance to knock the targeted unit to the ground, which could be a great help if he rushes you with a bunch of infantry.
