I doubt any advice I can give you will help much as this is a skill issue but it won't be difficult for me to just post a video beating any level you're having trouble with to show something more substantial to compare with your own play.
Also , set most of your builder scarabs at creating power generators constantly. Keep one set for capping strategic points, but most should be building power generators. Remember to set the scarabs to auto reinforce. So not set more than one scarab unit to building a generator though because each figure in the scarab unit counts toward speeding up the process of building structures.
Work toward acquiring the resurrection orb ASAP. This single artifact will help keep units in the field, and even be able to create more units than normal.
Finally, work toward getting a restored monolith. With one of these, combined with a vast army of necron warriors, one can warp a monolith to a location and then summon their entire army of necron warriors to the monolith. Most armies simply melt to this tactic.
Played on hard, looking back on this I would say the most important thing to do is trying to keep all your builders from being idle, also your monolith should be producing non-stop, if you don't know what to build then get Warrior squads and if you have too many then don't be afraid to delete some of them because you can just use a Tomb Spyder to turn bodies into free units and go over the squad cap.
The game ended before I was able to make use of vehicles and because it would take even longer for me to upload this.
Note: The Chaos Lord wins a 1v1 against every commander in the game and only lost at the start of this game because he tried to run away (an odd and obscure mechanic in all DoW 1 games is a "cowardice" debuff that slows a commander when engaged in melee combat with another commander).
1. Rush out 2-3 builders and then fill out your remaining pop with standard warriors.
2. Get your warriors upgraded ASAP, that one upgrade can save you from losing the battle.
3. Send your lord out to do some harrasment at the start of the battle.
4. Once you have a decent foothold, RUSH MONOLITH.
5. Deepstrike your monolith next to the enemy base and spam out pariahs.
6. ???
7. WIN.
Edit: You don't have to follow these steps, but I use them when playing necrons on hard difficulty.
