The Necron race only has one resource to keep track of, it's main line unit costs no resources (other than time) to field, and the end-stage unit (the Restored Monolith) is awesome. The Necron leader is powerful right at the start of the game, and can be equipped with customisable powers each fight.
The Chaos race is a bit confusing to play (for me at least) and takes a bit of finesse to win with. In the right hands, it can be extremely hard to beat, but for a beginner, it is not easy.
imperial guard is unwinnable with out mechanical units. the flip side of it means its basically gg once you get artillery as the player anyways.
necrons is the easiest. necrons will break your ablity to understand how things work for the others if you dont keep it in mind that necrons is just easier.
if you have trouble with necrons you have income problems or you didnt spend enough time sending units to their death. their basic unit is the best basic unit in the game and makes most of it winable before its necessary for better units.
Hardest is IG but it is also the most rewarding when you see your efforts being rewarded after a hard-fought battle and you have some of the best vehicles in the game as well.
