I think he meant attaching an anti-grav platform. They are purchased from the Webway gates and come in two variants: Shuriken cannon (anti-infantry) and Brightlance (anti-vehicle). And they can be attached like Commanders and IG support units (Commissars, Psykers and Priests).
It wouldn't be my suggestion to use Shuriken platforms in DoW 1 anyway. Suppression becomes a game-changer in DoW 2. It's a minor nuisance at best in DC.
This was changed with patches at some point - I want to say post Soulstorm launch. Now they're detached units and very situational at best. I would not recommend building either in the early game.
In any case, for beating Tau as Eldar in general, I would recommend building a Guardian Squad or two, fitting them with a Warlock for spotting Stealth Teams, researching Fleet of Foot ASAP and then spamming Howling Banshee units from there to run down and stab fire warriors. Harlequins are also fairly useful.
If you're playing multiplayer, my best advice would be to focus on mastering a build order to counter the most common build order for the opposing faction. Tau typically like going Stealth Teams or Fire Warriors, so getting a couple of detector units along with a strong melee rush should be the key to victory against most players. Keep in mind that Stealth Teams deal fairly light damage before the opgrades start to come through, so while they're annoying at the start, you have a bit of time to work with before it becomes oppressive. It is also worth noting that Stealth Teams take 40 % more morale damage than other units.
I started playing DC again a week or two ago and had been wondering what the heck happened to support platforms, so thanks for this post explaining what they did in patches. They REALLY should have changed to tooltip when they made them unattachable cuz it still says they can be attached; I feel like it'd also be better if they were just buildable from the reinforcement menu on the unit.
As to the larger question of how to win as Eldar: Speed. It depends on the map, obvsl, but your troops really cant stand up to a brawl like most other factions can, so it's best to try to move fast and keep your enemy off balance. 2 Guardian squads, Farseer, Add Warlocks, max squads, build banshee is a really reliable opener. From there I usual add another banshee squad, then 2-3 dark reaper squads, then 2 fire dragon sqauds for pushing fortified objectives.
