Depends on the enemy and your own preferences. Kauyon has good melee units and some powerful upgrades, but Montka has one of the best tanks in the game, and a very mobile battlesuit that can have an anti-vehicle upgrade, so weigh what the enemy has and what units you have and go from there.
Tau is powerful when using ranged weapons, i prefer kauyon as it enables me to research vital fire warrior tech. Also when combined with pathfinder squad, fire warriors can engage targets at crazy ranges.
If you've got space on the map to take advantage of the range use kauyon, if you need a lot of firepower concentrated in to a small space, go with montka.
I almost always use Kauyon because of upgrades which make units stronger and also because of Kroot hounds and mostly because of Krootox( it is good for disrupting enemy while fire warriors take them from afar) XV8 suits( unit which is unlock with Mont'ka aren't that good or I do not know how to use them, but tanks are one of the best). In short, use Kauyon when facing melee oriented race and Mont'ka(Killing Blow) when facing more"dakka dakka" enemy like other Tau or IG, it all depends how you like to play.
For the special missions in the campaign you should always go Kauyon. Mont'ka is good for maneuverability and harassment, which is fine in multiplayer/skirmish, but isn't really as useful in these missions where the buffs you get to weapon range and unit resilience from Kauyon are much more important.

To be fair I do not play multiplayer, but I always went mont'ka in campaign because Hammerhead (lol). I tried Kauyon last time and damn, AI gets a stroke when it gets shredded by fire warriors from 3 screens away lmao
