Yes. Unlike regular Fire warriors, they can fire on the move over a great range. Kroot Hounds and Snares to keep melee units away from them or from fleeing.
This does not work with standard fire warrior squads though becasue they do not have the extended range.
Also, as stated previously, grabbing eres badlands and then the pavonis space port will lead to a nearly game breaking advantage of being able to move to any non-stronghold region, twice per turn. It basically means you will have almost no need to spend planetary requisition on local troops, instead focusing on honor guard units.
For the tau commander, the flamer is less effective because of it's meager range. The plasma cannon has such a long range that the tau commander can destroy base buildings without being hit. When you include the stealth option, and the missile launcher option, he becomes a single unit wrecking crew.
