To master: Gen, obviously, no doubt.
To play: a character can be hard on 2 sides: execution and playstyle
Hardest on execution side: Ibuki, Viper, Gen
Hardest on play side: Akuma, Evil Ryu, Seth, Dhalsim, Zangief, T.Hawk, Hakan, Gen, Adon, Makoto, Ibuki, Viper
I really like your list, but I kinda have to disagree on gen being "hard to play".
I think once you know the character very well then the playstyle itself gets kinda boring. just look at how effecient xian uses him...I don't think he's that hard to play with. but getting there of course will cost you alot of nerves and patience because if you're just decent with gen then you'll probably get blown up by most players.

He stated that players don't meet Gen often, and they don't know the matchup. In lot of cases, Xian knew the matchup that his opponent didn't, that's why he could beat'em.
so what exactly do you think will change when people "figure out" gen? the mixups are STILL mixups and it will be equally hard to block those. I don't think that anything would change. I just think that xian doesn't want to sound like a jackass because he knows his character is strong; that's why he just says that everybody else does not know how to play the matchup (which is partially true).
in the end you'll see that not alot will change before the big update...and we'll see what happens after the update.
she is a character that has a highjump which needs to be trained in order to be useful. you cannot just pick up ibuki and expect to play well with her. on the other hand if you have a good understanding of footsies then you'll be able to pick up a character like ryu pretty easily.
oh and ibukis 1 frame combos (her 1F jab link) are not plinkable unless you learn how to plink with the select button. so I think she deserves to be on the "hard to execute" list.
You know what SJC/HJC is?
Because it makes Viper and Ibuki the 2 hardest execution characters.
If you do THAT in less than a week, I may believe Ibuki is not hard. (my video)

I think this makes her hard to master but not hard to play. You don't need all this to play and win decent portion of matches.
