arcade mode seth does not do impossible stuff. he cannot just command grab you out of the invincible EX shoryuken. he also cannot do combos that usually do not work. I think the only 2 things that are adjusted are his higher stamina and maybe more damaging combos?
anyway if you cannot beat him I suggest you go with easy tactics against him: if I recall correctly then you can just keep doing safejumps on him and he'll always try to do a shoryuken.so for example you can do this (with ryu): hit seth with a sweep (crouching hard kick) then immediately jump at him with (for example) hard kick + hold back while you do so. this is a setup with ryu against arcade mode seth to guarantee that he does a shoryuken that you can always block: punish him with a combo that leads into another sweep and continue.
so the easiest way to kill seth is to just sweep + safejump him to death because he'll always do a uppercut that you will be able to block. maybe they fixed that but if I recall correctly you could at least do this in SSFIV. good luck!
Here's what I did: I was using Fei Long and Seth was beating the crap out of me (something like 6-8 matches) and DID NOT USE SPECIAL MOVES AT ALL. The only thing I did that managed to work against him were jumping/standing/crouching Hard punch and kicks. Seth knows how to counter special moves, so trying to combo him is pointless. I just jumped around hitting him with jumping Hard punch/kick, standing Hard kick and a sweep here and there...nearly got a perfect first round out of him!!!!!! I was shocked that the fight went so well.
IF you want to use special moves, ONLY use EX moves because they are faster and tend to give you more recovery. Just stay out of the corner and you'll be fine.
Next I'll be bombarded with "well, I beat him, explain that". The algorithm that seth follows is designed to make him do a certain percentage of mistakes so that the player has a "chance" to fight back/win whatever. Hope I stopped the saltshakers beforehand this time.
It's better than it was, trust me. Back in the day of SF2 Turbo on the SNES on max difficulty Guile used to do double sonic booms every now and then. Just often enough to allow face to joypad action.
BTW ALL the arcade bosses (Seth, Evil Ryu, Akuma/Gouki, Gouken, Oni) are bullshitting every ♥♥♥♥♥♥♥ time. E.g. I saw in a YT vid that hardest Gouken boss can charge multiple fireballs at the same time and can fire them at teh same time.
again, the bosses in SSFIV: AE CANNOT do stuff that isn't possible. please show me a video of what you're talking about. gouken cannot do that stuff (as far as I know).

I posted an explanation above how to abuse the fact that he's a CPU...seth is pretty flawed and you can take advantage of this.
i beat him on hard just now, didnt want to use cheap tacitcs, but i got really pissed at him
Seth has ridiclous teleport, its recovery is really fast
Akuma can use EX zanku hadoken (in-air fireball) without using a single bar, I also know his RD travels faster and have full invincibility
Gouken and Oni have instantly charged up fireballs
Thats all I remember ATM but they have more plus benefits, I am pretty sure every other benefit is listed on SF wiki (streetfighter.wikia.com)
1. seth always had a good teleport...nothing special about it in arcade mode.
2. I would love to see video proof of what you're saying about akuma/gouken/oni because I never noticed that before and I can't find any information about this online.
