I don't know ibuki that well but the only 1 frame link I know she has is linking a jab (light punch) after doing her kick special move. and plinking a jab is usually not possible, you'd have to open up your stick and rewire the select button to one of the 8 usual buttons. the reason why this is possible is because you can plink every move (even light punch) with select.

after watching this you'll understand why you usually cannot plink light punch.
in short: with ibuki you should just go for easier combos or train the difficult ones ALOT to master her combos without plinking. btw. plinking doesn't automatically make everything easier...plinking itself requires alot of training to get it right consistantly.
