Report a translation problem
Windows 7:
click office button (start button).
in search field type "firewall".
Under control panel options, click "Allow a program through Windows Firewall".
click "change settings" button in upper right of window.
click "Allow another program"
Navigate to the following folder: "C:\Program Files (x86)\Microsoft Games for Windows - LIVE\Client"
Select GFWLClient.exe.
Check boxes for "Home/Work (Private)" and "Public".
Navigate to the following folder: "C:\Program Files (x86)\Microsoft Games for Windows - LIVE\Client"
Select GFWLive.exe
Check boxes for "Home/Work (Private)" and "Public".
Reboot.
Done. (Actually, mine required a GFWL administrator authorized update upon start-up) but it appears to be working fine now -- I just got smashed in an online match.
In retrospect, it sounds a lot simpler than it actually was to find this solution, and anything else I've ever used (non GFWL) never required any such additional permissions troubleshooting and settings; they were all handled appropriately during install.
Anyway. There you have it.
