The Dpad for fighters is pretty good. I'd say more people use it than the analog but a few use the analog as well. Now, the question is, what Dpad are you using? As in, what controller? If you're using an MS brand 360 controller they are well known for having horrible Dpads for fighting games (though some still use it). I had a 6 button layout Saitek controller when I first started playing SF4 and it's dpad was horrible too. Many 3rd party controllers will be bad.
However, if you want a good Dpad you will want to pick up a PS3, PS4 or XB1 controller. I'd say the XB1 controller is the best option even though I think the PS4 (DS4) is also right there with it but I've read it might have longevity issues with excessive use compared to the XB1 being solid as hell. I own both and have used both extensively. The only downside to the XB1 controller is R1/L1 are a bit too stiff. But you can get used to it.
There is also the Hori FC4 Pro and Madcatz has an older 6 button pad and both work quite well.
