If online... it's Steam's fault and there's not much you can do. Try playing endless... that mode has less lag.
If offline... I'd check the controller/driver etc etc. If you're using a converter to hook up a stick to PC, the that has also been known to cause delays.
At the moment PS4 is the worst despite that they said it's going to be the definite version lol
(btw its for offline tournaments, ppl are having problems having with there diffrent versions of sticks,also the console converters suck, in the other hand everthing plays on pc..)

Right. vsync is off and framerate is set to fixed. You'll also have more visual options for a cleaner image (anti-aliasing and the like).
In your driver control panel (be it either nvidia or amd), that's where you turn on vsync for the game. Alternatively you can leave it off and play some test rounds to see how you like it, though you will see some so-called "screen tearing" from time to time. It's just a horizontal line that you may not even notice.

So if I take your original statement that says "PC < X360 < PS3 < PS4" it would read as "PC is 'less'(worse) than X360, which is 'less'(worse) than PS3, which is 'less'(worse) than PS4". That does not seem what you meant, however, judging from your second paragraph where you say that "PS4 is the worst".
PC input delay is less than the 360's input delay, while the 360's input delay is less than the PS3's input delay but more than the PC's, the PS3's input delay is less than the PS4's input delay but more than the 360's input delay. Thus, the PC has the lowest input delay as it is not greater than any of the following systems and the PS4's is the greatest input delay since nothing follows it.

If you want Vsync enable it in the driver via profiler. For AMD you use Radeon pro. Works for me and doesn't feel any different than no vsync.
