Zoning characters like Poison and Rose. Real basic and combos aren't too fancy.

Anyone with strong projectile play is a good beginner character. Do not play grapplers unless you have the patience to endure the learning curve they involve, which is as big as they are. Gouken, Decapre, Ryu, Mostly charge and shotos with like I said STRONG projectile play are good for beginners because they don't allow pressure to build up if played effectively and you don't need to do combos at all to shut a player down.

Gouken seems more an advanced character, considering how important spacing and a few tricky combos are for him. Spacing is important for Akuma too, but Akuma makes fireball spam much easier. Sakura can be good but relies a great deal on strings, while the issue with Dan is largely the same as trying to learn a grappler.
So, I would say Ryu, E. Ryu, Akuma, Oni, and Ken are definitely good places to start Shoto-wise, and I would add Sagat for his large health bar and Poison (although mis-timing fireballs can cause Poison to jump for no reason). All the charge characters are easy (save for Dee Jay, don't touch him unless you want to work), and I mentioned E. Honda specifically because I consider him the easiest grappler to learn. Grapplers are definitely harder to play, though. Rose is good if you're willing to struggle with anti-air timing. Cody should be on the list.

I vaguely recall Capcom saying that Juri was intended to be a character that was easier to pick up and play. She should be a decent training character and can grow into something more.

I remember reading about it somewhere, and I've had one or two matches where I spent most of the time jumping instead of throwing out fireballs, using the same motions that put out fireballs when I use her or any other fireball character in training mode. I simply can't use her outside training mode due to this.
