2) yes XBOX gamepad is viable, except you want to do some advanced stuff like plinking or xx cancel xx cancel combos, you can buy an arcade stick later if you are really hooked ;-)
3) netcode is the same in both, AE was renamed to Ultra, while still missing the extra characters
4) You said you have already played SF as a kid, so I think you won't have many problems to pick up the game, just practice in Training Mode / Trials and online with people who are on the same level as you.
