If you're getting a PS3 only to play SF, consider getting a cheaper X360. You'l have to pay for the gold subscription, but the netplay quality makes it worthwhile.
The network performance is very hit and miss. For me, many matches are smooth and I don't have to worry about the all-too-typical lag bomb that we get on the PC. The catch is that I still run into matches that produce the pop-up box during matches, "Waiting for opponent" or whatever it says.
Obviously I can only speak for myself but the experience averages out. I'd say that they're effectively the same experience, so if you can find USF4 PS3 for cheap then it may be worth a try.

As for the input delay, rumor has it that capcom tried to fix that on the PS3. I heard tournament commentators mention it around the time that USF4 was receiving a lot patches, but I don't know how seriously I should take it because I've never seen any actual patch notes mentioning a supposed "fix". On the other hand, most players on the PS3 still seem to use the training stage and you'll (or at least I have) occasionally receive a very irritated hate mail if you don't. So I dunno.
