Red focus uses
The only time I really see red focus used is in combos. I wanted to know if anyone had advice on what some of the best things are to counter using red focus like how PR Balrog used it against Daigo.

Any multi hit move without the armor break property is fine. It requires that you know which moves lack armor break and know enough about the matchup to predict that your opponent will use that move.

Well like you said... it's really only useful in combos. Just throwing out a raw red focus is gambling a lot of meter and runs the risk of armor break, getting thrown, etc.

Thats why I was curious about ultras that might not have armor break or go to ex moves you could try to counter with a red focus rather than just hoping (unless you have a really good read I guess.)

Red focus are better used as reads like against bison scissors kicks or any other multi hit move. And even then the 2 meter cost may not be worthy. Right now using red focus outside combos is for very situational moments.

Outside of combos (and it depends of the character), red focus is extremely situational. It's useful if you makes a very good read (countering a non-armor-breaking multi-hit move), but it's meter-costy. I think raw red focus should use 1 meter instead of 2.

It'll also wreck Chun players who mash legs in addition to bison players who spam scissor kicks. Mostly it's a combo thing but it has its other uses.

So does anyone have a list of non armor breaking multi hit moves? :P for science?

I think all multihit moves do not have armor breaking properties, unless they are reversals.

The list would be long, but here are some multi-hit moves without armor-break property :
  • All normal multi-hitting moves
  • Almost all versions of Shoryuken
  • EX Hadokens, EX Tiger Shots... well pretty much almost all multi-hitting projectiles
  • Bison's Knee Press
  • Cammy's Spiral Arrow
  • Cody's Criminal Uppercut
  • Dudley's Machine Gun Blow
  • Sakura's Shououken
  • Ibuki's Tsumuji
Remember that these moves (outside of projectiles) gain armor-break property if used as reversals.

Some multi-hit special moves have armor-breaking property, like Sagat's Tiger Knee, Ken's Tatsumaki, etc.

LP + MP + MK. You can also press PPP + KKK if that's easier.

There are four situations that a player is able to perform a Reversal attack:

Going straight from getting up off the floor (during which you are invincible) into a Special Move.
Going straight from Block Stun into a Special Move.
Going straight from Hit Stun into a Special Move.
If you are hit out of the air by a non-Knock-Down move, you can go straight from your landing animation into a Special Move.
