Shin Akuma is just Akuma at full power. Akuma's Hado automatically scales itself higher or lower based on the opponent's power level.
a;though akuma killed goutetsu, there is not much known about akuma/gouken master - goutetsu, only that he teached akuma hado.. he used same technique as akuma but resisted evil of it.
maybe it wasnt intentionally at all, and akuma lost his control due to new technique, like once did ryu fightning vs sagat. i believe it was more accident since akuma is wearing goutetsu bead necklace to show him respect .
Of course putting Street Fighter IV in a timeline before Street Fighter III... and having characters from Street Fighter Alpha (that were nowhere to be seen in Street Fighter II)... they stopped caring about continuity and storyline quite a while ago. Best to not think about it too hard.
also sagat isnt evil anymore and interested in fight, he isnt same sagat as we see in sfa3 who seek for revenge, just like he lost his paw and find peace lol.
i guess he turned mad because ryu infected him with evil power of hado, while performing forbidden hadoken and leaving scar on his chest (like evil ryu have).
