If you going to tournaments and offline events, they are likely run on the Xbox 360. So there will be a different amount of input lag.

There is such a thing as too little input lag, playing with the lowest possible input lag will throw you off as much as playing with too much input lag if you switch to a different format.
I'm trying to help people who want to play without tearing AND input lag. What is irrelevant to you may not be irrelevant to them.
Control panel V-Sync does cause extra input lag, but control panel V-Sync + Max Pre Rendered Frames set to 1 causes less input lag than in game V-Sync.
Lowering the input lag won't make you a better player, it just means you have to time your button presses differently but that doesn't offer any advantage over the default input lag, the default input lag is more than playable. The only benefit to it is trying to more closely match the console input lag if your intending to play on those machines as well.

The issue here is screen tearing. You're right about in game v-sync, it does what it supposed to do, but it causes another issue.
Input lag may not be an issue for you, but it doesn't mean that it's not an issue to others.
Its fine that in principal that you want to play games with as little input lag as possible and others do too, it doesn't offer you any advantage over other players other than knowing you have less input lag. Thats why I saw making the change is irrelevant. The game is perfectly playable with default settings and in no way broken (although some say the netcode on PC is).
EVO matches running on xbox 360 and lots of players turning off v-sync to avoid input lag. Input lag is an issue for a lot of people.
I found a free solution that is simple and works better than in game v-sync for me, and maybe a lot of people like me.
In game v-sync works for you? That good, but please stop bringing gameplay advantage to discussion. It won't change the fact that input lag does bother other players.
