Copy pasta from my previous comment:

I had this issue occur and I fixed it by adding a Launch Property to USF4 in Steam. I believe it's an issue with the resolution and the game booting into fullscreen (idk why). Right click USF4 in your Library and go to Launch Options. Enter "-windowed" without the quotes. Click OK and the game should boot into windowed mode. From there I used the Alt+Enter key command to force fullscreen and it worked fine. Additionally it booted properly from that point forward. Ports yo.

Hopefully this works for ya.

Darn!!! I thought forsure that would work, but I believe it's the right issue. I think I set the resolution to an inappropriate ratio when I first played because I didn't know how to set the fullscreen. Is there no way of reseting the resolution outside the game? Already tried uninstalling/reinstalling... Thanks!

So i guess it's NOT the resolution setting. Still getting the "failed to create direct3D device". Must be in the launch property. Frustrating but learning... Thanks!!!

The setting for fullscreen was orginally off. I turned it on but the same error occurs.

I have a GeForce GTX 760M

I have already played once when I first purchased the game though...

Yes my labtop does have an integrated graphics card. I tried changing the program settings for USF4 to use only the NVIDIA graphics processor but no luck. Thanks for the efforts and tips though. : (

This may not be your specific laptop or GPU, but it sounds like it's the same idea. Maybe this and the comments on the page can get you started in the right direction to fix the problem.

I was able to play the game once I disabled the dedicated graphics card. However, the game was extremely slow. Perhaps its just the strength of the GeForce GTX 760M. The thing is when I first played with both graphic processors enabled the game ran smooth. Any advice?

It seems disabling the GeForce GTX 760M allows the game to run smoother. Is there any way I can use both graphics processors at the same time without getting the error message?
