How do you get Mecha Zangief?
I've seen pictures of Mecha Zangief in SF4. Are those mods or from costume DLC's? I looked at all the available DLC and they don't mention Mecha Zangief

Mecha Zangief is in the DLC, So is Mecha M. Bison.

Looks like all of Zangief costumes are in the Complete Brawler Pack here on Steam. I got the full pack on sale here, though, so I'm not entirely sure which outfit I got from what pack.
