Sf4 has a good amount of set plays, maybe not as much in ultra. But before, vortex characters was pretty annoying, because they can knock you down, and they get a set up. Some characters are definitely than others than doing that. But yeah, I think set plays are the biggest thing in this game.
People like to upload their 4 bars fadc 5 1-frame link combos that does 300 damage, but those are impractical, which is why you usually see them in youtube videos rather than in tournaments.
Scaling can hit pretty hard.
In terms of combos or execution, Kof13 is the "hardest"
However, USF4 requires the most thinking or strategy out of them all.
If you want to play USF4 on hardmode in gameplan, Yang and Dan feel much weaker then the rest of the cast, a lot weaker.
If you want to play USF4 on hardmode. El Fuerte is unusal. if you want "HARDMODE" then C.Viper has you covered
As a Balrog main - reputed as one of the least complex characters in the roster - it's safe to say that executing basic EX RU loops isn't overly difficult, but if you're going to try full EX RU loops with 1-frame CMPs instead of 3-frame CLKs, then the execution tightens considerably - especially when playing online (needing to account for dropped frames, lag, etc).
Having said that, so long as you have the basic punishes and combos comitted to muscle memory, it's not like you truly need the tighter combos (unless you really, really, really want to squeeze out the juiciest punishes possible, which is pretty character-dependant and usually something people worry about in high-staked matches rather than casual play).
Personally, I avoided adding CMP links into my matches until I had 2 years of practice, and even then, I still mixed them with CLK's out of fear of dropping combos. It's also hilarious seeing myself go for the CMP link, then immediately fail an Overhead-Sweep afterwards.

Without making any hard comparisons, I've played most of the Street Fighters (OG arcades, Alpha series, XMen/SF and the Marvels), most of the old Mortal Kombat's, Rival Schools, Darkstalkers, older Tekkens, Older KOFs, Bloody Roar, and more -- yet Street Fighter IV was the first time I felt like my execution was being legitimately tested during matches.
I have no doubt that there are harder games out there, and I admit that my interest in fighting games dropped like a stone around the time SF5 came out, so I've not played any since quitting SF4 - but it's definitely up there (as far as I'm concerned).
