Got to the final stage without problem, and he beat me up like 10 times(Yes I continue'd). I only managed to get 2 rounds of win from him.
Look at your character's attack that has Armor Break (a thunder sign in the command list). Always use this when he starts to charge for a Focus Attack.
Throws.
When he knocks you down, if he starts to teleport randomly, the final teleport will always end up behind you, and he'll do a Spinning Piledriver. Try a neutral jump.
This are the best Moves to kill him.The most Archievement Booster pick Zangief and kill Seth and the Bonus Bosses with Lariats and SPD's only.It works but this is not the Way I will made this.
He tends to start focusattacking at close ranges and when he does that you can just punish it with an armor breaker.

With a few characters I'm not so good with, I had to improve this strategy:
Start with a block.
Keep your distance as much as possible, as this coaxes Seth to Sonic Boom. Jump over it if he does, and you may be able to catch him off guard.
If he winds up either a long focus attack, or his move that pulls you towards him, jump hk then crouch hk should work for most characters, most every time. Some he will srk or spd if you get too close on this :(.
Retreat and repeat, take it slow, don't be too bothered if he catches you some; an ultra in the mix helps a lot too, although hitting him with some is tricky.
If he has Typhoon that is more easily avoided, and you can jump hk in late in its run to punish.
And if you can get any special moves in during all that, it's never a bad thing! El Fuerte needs to do his running grab move because he has such a rubbish jump, and there are others almost as bad, where I would somehow manage to not get an attack in in time while countering Seth's focus wind-up, but mostly this should work as a strategy with maybe a few continues. It has improved my time against Seth greatly! My last title clear, on Decapre on hardest, the rival fight with Cammy took me ~40 continues, while I beat Seth the first try.
If you just want a win with one character, Zangief is it. The simple three punch duplex move stumps most every AI, repeatedly. I even managed Oni on hardest after a few tries using only that move. And then managed the all medium rounds in 20 sec, using only that move, lol. Not to brag, but that was last night, still pretty stoked :).

And speaking of which, if your character has a really good anti-air, just stay away from him and bait his dive attacks and hurt him hard. Fast, long-reaching moves that go through projectiles (Vega's EX flying claw for example, or Rolento's normal roll) can smack him when he tosses the sonic booms. If you've got a quick armor-breaker, use it, because Arcade Seth loves to use those focus attacks (probably as a subtle way for the game to tell you to try the same).
The only time you should jump in on him is if you purposely bait his projectiles or Dhalsim arms. A lot of times, jumping at him at the start of the round works surprisingly well, as that's pretty much the only time he won't uppercut you, usually because he's performing an immediate action of his own. Just be prepared to hit him in the air in case he jumps at you as well.
