It's not IPS, but it's a VA and it's much better colors than an TN. It's expensive, but it has the 120/240hz options and pretty popular since it brings the best of both worlds in one panel.
It has a response time of 1ms, and input lag of 12ms. This along with the high refreshrate(you won't ever need vsync), good colors, contrast(that really only VA can bring) and better than average viewing angles makes this a great SF4 monitor.
SF4 runs at 60fps and its locked. The game is very frame dependant, so playing on a display with better refresh rates wont help at all. Monitor is great, theres no doubt about it. Its just not great for SF4.
Having a refreshrate of 120hz doesn't make 60fps games worse, in fact it should remove most if not all screen tearing with v-sync off.
I assumed you asked for IPS due to its better colors, VA has almost as good and with way better contrast, black and better gaming performance.
