Open new text document and put "gmpcr_unlock_frame_rate = True"
Launch game
Turn V-Sync on
Open the game and go to options, then visual settings. Set the resolution to 1080p(60hz)
This SHOULD make dead rising 3 go from locked 30 to 60 fps. (if you dont do the last step, itll be 120 fps which breaks the game).
With that info said for those who might need it, Dead rising 2 runs at 60 fps without doing anything special. Cutscenes will run at 30 fps no matter what.
I play on a 4k monitor. Can I set it to 4k or must I use 1080p? I know the game is older, but I prefer to play on the monitors native res. Also thanks for the info.

Darn that's the 100 percent verified fix for 30>60fps. It worked on my end.
if you create the ini file and it's still not working, make sure you've got file extensions visible in Windows by clicking the 'View tab' in windows explorer then ticking the box next to "File name extensions" as you might have created user.ini.txt not user.ini

I fixed it, had to change the file from text to ini. it worked ty
