If it doesn't, just play singleplayer until you see Jack is present at the Ante Up place and then invite your co-op partner.
The biggest issue we had during our only playthrough was Jack not being in the room for Ante Up caused the game to crash which I'm not sure what causes it or if 60hz vsync on will fix it. But he will always be there in singleplayer anyway.
It is probably the most important for Off the record story mode so Case 7-4 can actually be passed after securing the safe house.
I also set the display's refresh rate to 60Hz in Windows' display settings. I don't know if it helps anything here, but I know it does help for a couple of other games targeting a 60Hz refresh.
DR1 runs super smoothly at 165 FPS, so I was a bit bummed to see DR2's performance suck this much on a PC that should easily handle 120+ FPS on such an old title.
