Report a translation problem
I had to set audio to 24 bit, 48K hz AND put the .exe in Win 8 compatibility mode. I had to load the game up with only my main monitor active. It let me in, I changed PC settings in game to my desired res/quality and now it works fine.
Also, I have reverted my audio to 32 bit, 193K hz and turned compatibility mode OFF, and I am running a second monitor again. No issues now with the game. So weird.
