Try running a GPU stress test with artifact detection like Furmark / MSI Kombustor.
Your GPU is generating the wrong pixels, and that distributed pattern is almost always a sign of a problem with a single VRAM chip, which is either getting too hot or is failing in some other way. You can confirm my diagnosis by running a GPU stress test with artifact checking, as I already mentioned in #1.
Or if you feel you know better, by all means, do whatever pleases you. However, if you were qualified to diagnose and repair computer hardware, you'd already have done so rather than posting to a Steam discussion asking for help.
