There's already a Mod that allows you to create a Dupe as you want like setting Interests and as many as you want, there moods and such.

An Achievement seems pointless for something you will get no matter what if we go by the % chance per cycle thing.
Also I don't see the point as no Dupe can do everything due to only 600 seconds per cycle.
For example you could have him do Digging, but if nothing to Dig then he would go Build, again if nothing he could do Tidying and Storing, but no way would he have time for Cooking, Farming, Research, Ranching and so on therefor making it pointless and would make the Moral system redundant.
The whole idea is to balance your Dupes with Interests either by default way with chance or using the Mod so you can choose what you want.
For me I use the Mod and my Dupes all have 3 Interests of my choice, 3 Positive Traits of my choice but no Negatives, and with Ugly Crying Mood and Super Productive.
But you would have a Dupe with max skills point in everything.
