The first reason is that your pipe isn't connected to your liquid pump. Once you've fixed that, you might want to look into the pipe running under the bedroom platform - I have no idea where it's going.
The output of the water seive CANNOT get to the the bathrooms. It cannot flow backwards through a bridge. Remove ALL those liquid bridges next to it because they're just confusing you at this point, then connect the water seive output DIRECTLY to the bathroom inputs, and loop the bathroom output way around to go into the input.
Move the electrolyzer elsewhere.
If that's a carbon skimmer, not an electrolyzer, i still recommend moving it elsewhere and giving it a separate water seive, just to clean up the bathroom piping.
