I don't have any problem with my set up:

Tidying priority is set at standard for all dupes.
But when I ask them to sweep a bottle of P water, I do set it at priory 9 cause I want to limit the time emitting P oxygen as much as possible.
I set the bottle emptier to deconstruct and it was ignored.
I built a new bottle emptier and straight away it was emptying bottles, I set it to deconstruct and it was deconstructed.
It seems my original bottle emptier is in the game, and can change its settings, and I have set it to be deconstructed, but it is totally ignored by the dups.
Why are your wash basins set "to be used for dupes travelling BOTH directions".
They should be set to "only left".
If it is blocked is there any indication?
You Disabled Auto-Bottle, that is your problem, if I read the picture right.

i think this is like the first time i ever enountered a bug.
For this pic I had just switched them from the manual ones: I basically forgot to adjust the arrows
Without it, dupes should still gather bottles laying around if the fluid matches.
