unlocking blueprints

I didn't play ONI for some time and now there is a 'new' button to unlock blueprints, which are basically variations of existing buildings/objects. Like dry walls having different colors.

What triggers new blueprints?
At some point I got three to unlock and I don't know why. Since then I didn't get any new ones.

I believe it is about once a week, you get drip fed a random selection of blueprints.

Are those for the colony/save only or do they apply to account? If I start a new save would I have access to the Lab Cot I got via blueprint (for example)?

Yes they are "account bound"

every thursday you can earn up to 3 more (reset day). seems to be like 2 hours per
