I started a new save game and now I have the problem that nobody is cleaning the outhouses, my duplicates are going everywhere but nobody is doing anything :(. I tried the red alarm, I don't know where the yellow one is and NOTHING. Everyone is running back and forth and peeing everywhere. I think that in an emergency you should be able to give orders directly. I've even assigned some to the toilets and it still doesn't work. I'm going to freak out.
Red alert will prevent your dupes from taking care of themselves at all, and will cause them to pee themselves, suffocate and die of hunger when overused, so that's only for the worst of emergencies, and should be combined with a yellow alert priority task to get the essential tasks dobe.
If this doesn't clarify that for you, check the in game tutorials again or find a basic guide on priorities online
Wenn eine Aufgabe nicht gemacht wird, dann fehlen entweder die Materialen, du hast zu viele ausstehende Aufgaben und die Priorität der Aufgabe vom Plumsklo ist zu niedrig oder niemand kann das Gebäude erreichen. Ich vermute es liegt daran, dass die Priorität zu niedrig ist.
Plumsklo sauber machen ist ein "Tidying Errand" (spiel das Spiel auf Englisch, kenne daher die Übersetzung nicht. "Saubermachen Aufgabe" würde ich sagen). Du kannst also im Prioritätenfenster (Taste L) bei einem Dupe die Priorität für Tidying erhöhen (6. Stelle) und oder die Gebäudeprioritäten auf 6 bis 9 setzen.
Du kannst übrigens bei der Gebäudeinfo unten rechts im mittleren Tab sehen, welche Aufgaben ausstehen und zu welcher Aufgabenkategorie die Aufgabe gehört.
Bedenke, wenn du im Prioritätenfenster die Priorität für eine Aufgabenkategorie erhöhst, werden erst alle machbaren Aufgaben dieser Kategorie erledigt, bevor Aufgaben andere Kategorien gemacht werden.

You need to build oxygen masks with a crafting station, in case you forgot/didn't know. Then select an oxygen mask dock and click the deliver mask button.
Make sure the dock has oxygen piped to it and is connected to a checkpoint.
Outhouses:
Assigning an outhouse to a duplicant basically reserves that outhouse for that dupe. The dupe is then the only one who can use it, so don't do that, especially not at the start of the game.
In the early game I would recommend to not mess with duplicant priorities (priorities screen). Just use the defaults and maybe up the building priority of washbasins (set to 7) and outhouses (set to 6 or 7) and farmplots (set to 6).
This should work very well for small early game colonies (it does for me, at least).
If everything is default and only few errands have higher prio, you can be sure that dupes will do them as soon as they become available and a dupe is free to do a new task.
Don't use red alerts unless absolutely necessary (pretty much only during night).
Don't up the priority of most of your tasks, that's basically the same as deprioritizing only a few tasks or leaving all of them at default (in extreme cases).
Select a duplicant and review its errand list, it'll show what a dupe will do next and why.
Select a building/errand and select the errands tab to see when a dupe will be scheduled to do it and why.
Use that information to select good priorities.
Only use yellow alert if something needs done immediately and turn it off afterward. It's not worthwhile to have multiple errands on yellow alert and especially not for a prolonged time.
If your colonly gets bigger and dupes spend most of their time running back and forth, open the priorities screen, click the cogwheel in the upper right corner and check the 'Enable Proximity' checkbox. This will help dupes selecting closer errands of the same priority instead of a random.
In very small early game colonies leave that checkbox unchecked, as this comes with a set of hidden prios that help making early colonies run well (but only if most (everything) is left at default priorities).
Specialising dupes (changing the settings in the priorities screen) can be useful in later game colonies, but only if you already have a somewhat sizeable workforce. It's not of much use if you only have 5/6 dupes or less and lots of tasks to do.
Just go with building priorities instead and only up what is absolutely necessary and doesn't need constant attention (like outhouse, washbasin, farmplots, algae deoxidizer). Do not up prio for buildings that may be constantly worked early on (like research, stone crusher and such) and leave dig and build errands at default too.
Specializing a researcher and/or cook in early game can be fine but not necessary, but make sure you have nothing to research or cook if you need them elsewhere.
Do not have to many digging/building errands at a time early on. Focus your efforts on those, when there is time and do one project at a time until you have more dupes to handle multiple things at once.
If none of that helps, post a screenshot of your 1. your base, 2. your base with priority overlay enabled, 3. your priority screen.
Oh, and yellow alert is found when selecting a building and clicking the !! button right next to the 9.
