If all heat is to be converted into power then it's 2 turbines for 3 aquatuners when using water and 3 turbines for 2 aquatuners when using supercoolant.
With all tubine ports open keep steam temperature below 200℃ for no waste heat or at least close above it for minimal waste heat.

For normal purposes, one Aquatuner paired with one steam turbine is fine, because the Aquatuner will not be running constantly. Therefor the heat will cease to build up for some period of time, allowing the Steam Turbine to catch up with the heat building in the steam chamber.
In my case, I have a huge pool of hot salt water that I need to process into cold water. Once I can process everything and catch up with the geyser I don't think I will need that much heat deletion, but until there I will be running Aquatuner constantly for a while.
Of course the chamber will run hotter if there's not enough turbines to suppress the heat. That can be an issue with steel tuners, but less of an issue with the ultra high temperature materials.
The same 90% delete, 10% absorb rules still apply if the turbine is soaking cold or hot steam, so there's no general issue with that.
if you are using a steel AQT, your max temp is 310 but 300 is pushing it. the steam turbine is 100% above 200 degree C for 800W (1.244KW with a station). if you can keep the temp at 200 degree C and above, with a station assist, AQT works for free. so your aim to keep the steam temp in the range of 200 -300 degree range. Steam temp jumps a lot, in general, the more water you have, the more stable the temp. i usually starts at 100kg per tile, temp too high, add more water, temp too low, find more heat for the AQT to suck! properly tune, a single AQT can be very powerful. note if you choose the right liquid and run you pipes correctly. BTW, who says 1 AQT can only cool 1 loop, ever heard of the precision control cooling, i have 1 AQT Cooling 5 loops, with 1 tiny steam turbine, using just polluted water.
in the beginning to mid game. polluted water is has the highest Spec heat Cap. But if you need lower or higher range, try petroleum. i use it practically everywhere. liquid lock, vertical lock. deep freeze. best part, it will not break you pipes, because you accident stop the loop. why because its boiling point is 400+ degrees.
to break into mid game, it have always been the race to make 1200KG of steel and 200kg of plastic to make the first steam, AQT combo, after than, everything else is cheese.
