Disclaimer: I haven't actually played the DLC yet, although I do own it. That being said, I have played more than 1100 hours since I bought the game in 2017, so take that however you'd like.

For other colonies you could use an Interplanetary Launcher.
Otherwise, Signal Broadcasters and Receivers should get a signal out of the capsule.
As we are talking small amounts of food for a mission, so a single trip usually, you could put a fridge close to the launchsite and let a dupe make that last trip. This wouldn't necessarily prevent dupes taking the food from other fridges, though.
Edit:
Afterall, having a dupe do the work is still automation, as long as you don't need to micromanage. But I haven't found a truely satisfying solution for this.
... or feeding the tree, for that matter.
As for handling food delivery to a rocket, I have the fridges inside the rocket on a priority higher than everything else, there's no need for automation as duplicants will handle everything.
