Water sieve is designed to convert polluted water into standard water, at the expense of filtration medium and some power.
If you are trying to make water from polluted water, you need the water sieve.

If you can master bridges (it works for pipes, ducts, rails) the game becomes easier to make idiot-proof systems.

Except a splitter is an even worse description? It doesn't split anything, it takes a packet and redirects it if it is of a specific type, ergo, it's a filter.
Even if the OP didn't bother reading the description, the menu to select the item you were FILTERING should've been a pretty obvious indicator that it had nothing to do with cleaning water (not to mention the gas variant you unlock at the same time if I recall).
The only thing I will say is the 'Water Sieve' is probably not the clearest definition, but then this term may be technically correct (if you worked in sewage treatment for example).
