Apparently, this is something new.
What happens is that the refrigerators will now cool your food down to 4C. The 4C food will in turn interact with the refrigerator itself and cool the refrigerator. You then have the refrigerator interact with the surroundings, thus providing net cooling to the area.
I know this doesn't make sense, and I have no idea if this is intended or not. However, as of now, the Devs changed how refrigerators work, and powered refrigerators are now a de facto heat sink with a cooling floor of 4C.

Did I mention you can build the thing under water and it'll still work?
So basically, the best way to cool a geyser water is... a few powered full fridge in the hot water tank.
Aqua, the truly OP thing about this is that your food doesn't really spoil when it's inside of the fridge, even if its temperature is very much above 4C. When the fridge is powered, the food inside is tagged as "refrigerated", and it will not spoil regardless of its temperature.
I know, I didn't realize this until I moused over the 17C food inside my fridge and see that the freshness change per cycle is 0%.
