I thought the quality should be 100% but it only goes up as far as 63%.

I checked the details and its 15 tiles away from the next major machine. What am I doing wrong?

IIRC: the border (black bits), are non existent, which means the full scope of the scanner is not looking at the sky.
You will also want several scanners for better coverage.
Alternatively, you can throw power at it like crazy, and set up 5-10 scanners underground with OR gates everywhere to make sure that if even one of the terribad scanners picks up on something, it closes.

Its been awhile since I played vanilla tho, so i could be wrong with the current situation.

Yeah I think your issue is that the scanner is too close to the edge of the map. Move it down 5-6 tiles at least (not sure of exact amount)

Dang. I'll have to relocate all my solar panels then.

Messing around more, i noticed the regolith is not disolving. I used doors open and closed to no avail. Then I rotated the doors 90 degrees and they're still tiling up without falling through.

Thats also knocking off my scanner quality as well as solar panel power.

I'm not sure, but didn't Klei fix deleting debris with mechanical airlocks? Either way, I would play around with robominers, they're your other best option for cleaning up. If you're careful about spacing and cooling them (until you find thermium), you can built a 100% scan effectiveness.

Yep-- airlock doors no longer disintegrate debris.

You just need two scanners which are properly separated and have full visibility to get complete 100% scan + network bonus. Having more will detect meteors sooner, which may or may not be desirable.

Dang, I was gonna try door crushers to push debris to a single pile.

The doors arent working. Here's my sandbox experiment. This seems expensive but the optimal placement of scanner gives 100% and 17% to network. I think this is sustainable even though theres a power cost.

The door methods keep deleting regolith.

My next challenge should be figuring out a cooling loop for the robo-miners.

If you are interested in this kind of setup then check out mine: https://youtu.be/nCUC7nfnrwI
I'm sure you can get some inspiration there to make yours working as you intended

I went with this strategy and finally achieved 100% satellite coverage.

Next up, simple cooling loop with crude oil.

I've never worried about building more than 1 scanner. They scan the sky from 200 sec to 34sec(always see them at 34). Once every 1 sec for 162 seconds. Is all you need to see them in time. I roll the dice that they'll see them coming in the 162 seconds. The odds are pretty good. I've never not had 1 scanner not pick up incoming in time. 2 scanners would be the max you'd need really. I do believe even with unpowered bunker doors it would see them in time to close them.

Getting 100% is kind of a waste of time. You don't need 100% to be 100% safe from incoming things.

It is not a waste of time if your goal is to maximize solar panels power output. People need 100% network in order to always start closing bunker door exactly 39s before meteor impact. This maximizes panels exposure to light and thus power generated.

However power can be generated in many ways and not everyone is willing to spend time on complicated solar system setups. I was doing it, because it was challenging automation exercise and I had fun designing and building it.

Fair enough, but it was my first time conquering the surface. So a little self accomplishment.
