If you line them output from the first to input of the second, the second will be filled first.
And heres a hint, if I re.ber correct, if you deconstruct the full tank, the liquid should be in bottles.
I think you might need to have a pipe segment on the input of the tank you want to empty to make it work.
I feel this is a troll post because it's obvious how to work it out yourself

In a different way. You can connect the starting pipe into one reservoirs input. Then stop it there. And then connect that reservoirs output to the next's input.
So not drawing a line all through them. Just connecting inputs and outputs.
Side note: you always need to have an input pipe connected even on the one you want to empty. Don't connect it to anything, but a tank will just not output if there is no input pipe for reasons.
