What's Frozen Core?
Is the middle of the colony frozen or is the oil biome just replaced with a big ice biome?

Pretty much this. It'll bring new challenge since you're oil will mostly be frozen and will have to be thawed out to be used and chance are there won't be any slicker in the oil biome since they die if their temperature gets too low.

It is a lot easier though since you won't have to cool any industrial machine in the oil biome until much much later because of the low temperature.

Ice is an understatement. Ice biomes run at like -40 to -20C. Frozen core starts at like -120. You're mining out hunks of dry ice.

I typically don't dig through the abysalite into the magma, but that magma is a power source you won't have. Instead, you'll have a huge super-cold place to dump heat if that's an issue. Realistically though, the biggest change is having to thaw out the oil biome, as as Ellip said.

man id wish there was a mopd to replace abysalyte with normal blocks that way youd get a cooling down planet or a heaating up planet interesting challenge

The game spawns with a set temperature for everything. Nothing can make it colder then it already is without player intervention. Even wheezeworts can only take the temperature down to -95C before stopping. There's also usually a line of abysalite on the oil layer so the cold usually isn't above that until you poke a hole in the abysalite.

Theoretically it will eventually but it takes so long it shouldn't be a problem.
