it's been while since I've played but I think it works like this:
If you have a dupe on max tidy duty, it doesn't mean a 5 priority sweep will take priority over an 8 priority dig for that dupe. In this scenario it would only mean that if all tasks were priority 5, it would do the sweep first as sweeping is it's highest priority.
Dupes personal priorities are secondary to the overall priority of set tasks.
That may not be totally right, and someone may correct me, but I think it's close to the direction you need to be thinking.
This is my setup. The items on the bottom right are the ones I want moving immediately. I have 3 bins set to sweep all (All items) and the rest set to all. One my dupes is set to Very high priority tidying and high priority supplying and storing.
Still can't figure it out.

You have to take the screenshot of your setup with the priority info showing. One of the buttons on the bottom right should do it.

Anyway... leave it down there lol. That stuff is so contaminated that you don't want your dupes down there getting diseased. It's likely a blessing in disguise that they aren't doing it. A general rule of thumb is to avoid getting dupes wet when possible, especially with contaminated water.
First, what are the bottles? You need a Bottle Emptier set to the right liquid.
Second, double check your storage settings. When you uncover new materials they aren't necessarily added to the storage container lists. Looks like Bleach Stone (off-gassing Chlorine), your storage is probably not set to accept it.
Third, and this is just general info, click one of the items that won't store, look at the popup's Errands tab. There might be info here to tell you what's actually going on (versus what you think should be going on) with that particular object.
