Screenshot your map slightly zoomed out (alt-s) and we'll have a look.
One thing I have noticed is that the geysers you get are pretty random. You may have to adjust your play style to deal with that. All my water comes from polluted water geysers on my current play though.. I've begun using gulp fish to make it clean... ironically it's less bother than cooling down steam geysers, although feeding them all the algie was a pain, till I automated it.
Is map size standard? If so which size is it?
I've not come across one without a water geyser yet.. But I do get a fair amount of water out of natural gas geysers when using them for power. Similally root with hot geysers like metal or lava, turing a small amount of oil into huge amounts of natural gas.
