Shipping systems are one place I use lower priorities,
Though tbf, I only use roughly 3 below and 3 above 5, so I could make due with only 7 lvls of priority, But that's probably just because I prefer to not mess with prioritiys on every set of things.
I know that, if you change priority when creating a job, all future jobs are at that priority until a reload. I've had too many times i start playing the game with everything on priority 3 and it works great... then you come back the next day and design some stuff just to realize you mixed a bunch of priority 5 tasks in, and now it's just a big mess.
I do use several of the lower priorities, such as making tasks a four priority if I have people who have it as their job to do it, so they still do that four priority task over anything else. Then if I have a secondary job for the same people it goes onto a 3, they still do it but second to the 4 priority.
If you dont use lower priorities, well thats just the way YOU play, others might.
