Can they A) Be flooded by being surrounded by water and B) Transfer heat from the water inside to the outside?

you can effectively make a room and fill it with reservoirs, then pump in another gas / liquid, and store 2 different things in there at the same time.

for best results contents of a reservoir in a chlorine room will slowly kill off the germs contained in the tanks. automation is handy for it but if you have excess water/pwater in tanks and you add more then you use the tanks will clean themselves. making cool liquid and storing o2 in tanks in the liquid will help early cooling and larger cooling setups
