1 Hydrogen would not normally be so easily free floating around everywhere since it reacts with just about anything. Therefore it must be a gamified mechanic ignoring real would physics.
2 If you assume that the world we play in in ONI is sufficently advanced to electrolise water without significent energy loss in the equation. There should still be significent loss of water from energy and heat production at the Hydrogen Generator stage. Therefore indicating that should hydrogen become less gamified it should increase the loss of resources.
Hydrogen should turn into water easy, but the way the game works having oxygen and power and water as the primary management resources means that it should not. Bit of a catch 22 circular logic loop.
