The improved clothes either help keep dupes warmer, cooler, or provide a +30 decor bonus.
They just need a proper interface to put clothes on. Something like the food menu. It's such a pain in the butt trying to click on the clothing on the ground and select a dup to put it on then wait for them to take it.
I think it's questionable to make a reed industry though. You eventually get enough reed naturally from exploration to eventually clothe everyone. So I just make a clothing maker and make clothes when I can.
At the end of the day hypothermia is a stat reduction for a very short time with no long term issues, if you dups get it ignore it and it goes away.
As for stress the massage table is overpowered in it's ability to control stress, my dups rarely get over 20 once the table is setup ( set to 20 - 0 prio 9 ). On top of that decor in your main home / sleeping area can be so high that all stress is removed before they wake up. In all honesty my dups should be going crazy what with eating raw lice and working in areas full of heavy watt wire and horrible decor but they don't because stress is a non issue that the game would like you to think is important.
Massage tables are fantastic, but if you could avoid using them 100 times by making clothes once, then wouldn't you have to agree that the clothes are indeed useful?
Not really your dups tend to drop clothes randomly meaning you need to micro manage keeping them equipped, a single massage table can keep at least 16 dups stress free with a build it and forget it setup. also I tend to use all the cloth for exosuits and only farm it in the wild.
You could use clothes if you want to I have nothing against it but the game exaggerates the need for a lot of stuff that simply wasn't fleshed out completely, clothes are one of those things that seam to have be added as an after thought rather then a feature and not once reworked.
