Otherwise, you are quite free to pursue food, decor or luxury since all will end up at above 20
For Food, you only need a great mess hall (+23)
For Decor, you need only appropriate rooms (tier 1 barracks, tier 1 bathroom and great mess hall = +21)
For Luxury, you only need no drab decor or grisly food (+21).
Of course you can mix everything. It is merely advisable to focus decor first on rooms which are used long. Like Barracks and Rec Rooms.

Now what I can only suppose is that your dupes are simply too busy to mingle. Recreational Activities have a set order and just being in the rec room is the lowest (eating is the highest, I think, or toilet), similarly too the water cooler being last, followed by Jukebot and then Arcade.
Otherwise, if they just stand around somewhere, I'd say it is a bug, heck, it is not like they even go into the most ridiculous room with the absolutely highest decor (of around 300)even though it is the great hall.

Once you have that get the Meal Preparation tech then put your water cooler and however many mess tables you need into a single (large) room. That will get you +3 until you can add a painting or statue. Then it upgrades to great hall and gives +6. With the great hall you should be good for going into tier 3 jobs.
For tier 4 upgrade the latrines to sinks and lavatories for another +1. Get a jukebox for +2 (high power cost). Spread decoration around. Maybe switch to bristle/gristle berries. That opens up all the necessary jobs to be functional.
Decorate the hell out of everything and get higher quality food to push your morale for the top end jobs. If you can swing quality 5 food you can do pretty much anything without sweating morale since it gives 16 morale on its own.
