In theory one can achieve 49 morale of max 20 needed
(16+12+6+4+2+2+2+2+1+1+1)
That is, without decor and food bonus (nor penalties) one can exceed even the highest expectations.
both +16 and +12 are the highest food (+5) and decor (+120) bonuses that could alone also exceed the maximum
But for 21 all you need is love, er, I mean...
+1 for being a dupe (very dope)
+1 for having had downtime (ez)
+1 for interacting with a water cooler (given)
+2 for a comfortable Bedroom (needs plastic, otherwise +1 in the early game)
+2 for a plumbed bathroom (early midgame, otherwise +1)
early game that is already +4 if you deduct the gross food.
+2 for interacting with a jukebot
+2 for interacting with an arcade machine
+4 for drinking espresso (needs 1 pepper)
+6 for eating in a great hall (+3 in a normal hall, you basically need only an artist who can paint a masterpiece (4+ creative) since bluff briar does not count)
that means you can actually exchange the 3 power-sink objects (arcade, jukebot and espresso) with Berry Sludge or partially by getting the rather simple +6 for decor bonus (focus should be on making barracks&bedrooms as well as stations beautiful, also, as much as possible, wires should be in tiles or conductive)
That jump from 4 to 8 morale is nuts and probably needs some toning down and if you level your scientist up and go to the next tier, they're at 12 morale requirement and pretty much guaranteed to go crazy. Make them something else.
Build a mess room asap, that's 3 morale, build a door for your toilet and make it a room, 1 more and they get 2 for free so after eating mealwood, you'll be at a stable 5. Stay there and tech up.
Also I suspect that new 'shake the water off' animation is actually destroying water.
The New Friend modifier is the thing here I feel like. Screw morale! ONWARDS!

gotta blame gamepedia for that because it did not save my table because it just had to freeze, I guess I will try again now but another time and I will...
stress levels steadily rose non stop. and during break, they would go to the bathroom, eat in water, and COMPLETELY AVOID MY REC ROOM.
Water cooler, 2 mess tables (sometimes used), 2 flower briars, 3 canvases (not yet painted).
HOW do you get them to use a rec room? I would think that moral boost would have at LEAST helped a little :(
