Would love to know if anyone can confirm. If the chips are already made, the amount of metal should be irrelevant.
My main power sources are petro and natural gas right now, they don't let you raise priority unfortunately.
An idea just struck me that maybe this is considered a "life support" task. I'm going to test that. I'll let you know if that works.

I was going to request this as well, but unknown for sure if this would have any effect:
"You can just set them to be manually disabled, change the priority and then cancel the disable request."
This seems the most likely to me:
"From my own experience you have to have an operator with high priorities in operation and supply. There's a supply errand that had to run the micro chip from the PCS to the generator and I've only been able to get dupes with the trait to run that errand."
I just have to monitor that this doesn't screw up my industry with everything set to 4.

I haven't tried it, so I can't say whether it's reliable or up-to-date.
The Power Control Station has an automation port, make sure its not connected to any cables or at least not connected to the cables that control your generators. Otherwise they'll run towards it and get cancelled all the time, wasting valueable time AND blocking the tinker action(it is an 'operating errand').
Not sure if the priority of the generator itself affects it at all, but you can pause the game, queue a deconstruct, set priority to 9 and then cancel the deconstruct to set a custom priority.
Edit: Make sure that ALL your Power Control Stations are not disabled by a cable, one seems to block all.
