Why isn't this considered a washroom?

I'm using the rocketry test build. I've built plenty of bathrooms just like this in the past. Can anyone explain why this isn't considered a washroom? Is it a bug?

try to add another room far below but after adding all the buildings got the same error

The experimental branch is likely to have bugs.

Perhaps the requirements have changed but the tooltip isn't updated yet. I made this exact design in the non-experimental version and it works fine:

If you want to experiment try with the simplest possible and see if there's anything that makes it count. Start with just a toilet and go from there.

I have a hypothesis, and I'd like some feedback data to see if it holds true.

My hypothesis is that they now require you to UPGRADE rooms. So it has to be a mess hall/barracks/latrine FIRST, before it can become the upgraded great hall/bedroom/washroom.

So, question:
When the rooms DON'T register, have you built them from scratch, or upgraded great halls from mess rooms, and washrooms from latrines?

For those that DO register, did you upgrade or build them from scratch?

I played with this a bit. I created two rooms. Put an outhouse and wash basin in one, a sink and lavatory in the other. The former is recognized as a latrine, as it should. this works. The latter, with the plumbed fixtures, is not recognized as a washroom even though it has a flush toilet and a plumbed wash station. There is nothing else in the room, and the room is 16 tiles. it meets the requirements, but is not recognized as a washroom as it should be. This appears to be easily duplicatble, so I'm going to post this in the bug forum if it's not already there.

i have no problem with others room, i even had latrine at same time when i build this washroom, but no luck. So i think that there isnt nothing specific around upgrading it.

The 1º time I upgrade but the 2º washroom I build it from scratch (even had to dig the area), only add the necessary parts, show the error as I add the lavatory (not the sink, it ask for it and after I build the sink the error show up)
